It means you'll most likely be paying a rather fat rate: you're borrowing money, not buying a gizmo. If I were you I'd settle that account real quick.
It means you got cash, like you would at an ATM, but they'll charge credit card interest on it like you "bought" the money.
The balance may go to cash advance instead of purchase with a higher APR. I am not familiar with Walmart, but your next statement will break it down. Sometimes there is a cash advance fee as well.
